Industry model specifications for street lighting + controls systems

The Institute of Public Works Engineering Australasia (IPWEA) Street Lighting and Smart Controls (SLSC) Programme is supported by the Commonwealth Government, peak industry bodies ALGA, LCA, ENA, together with all major suppliers and leading SLSC sector specialists.

Recently IPWEA released its two keenly awaited public lighting model specifications targeted at procurers and owners of lighting for public spaces, streets and roads.

There have been over 2,400 document downloads to-date.  These free documents are available at  (   IPWEA has also conducted webinars on "How to Use" the Model Specifications which are recoded and available on the SLSC portal. These model specifications are an integral part of the wider IPWEA Street Lighting and Smart Controls (SLSC) Programme underpinned by the SLSC Industry Roadmap (> 1,100 downloads). 

The SLSC programme is an initiative to accelerate the uptake of LED public lighting and smart control systems in Australia and New Zealand. The SLSC programme is supported and funded by the entire lighting and controls industry, peak industry organisations, and by the Australian Government Department of Environment and Energy.

The model specifications are procurement guidance documents that provide a structured basis and a range of user selectable options for the compilation of tender documentation. These are intended to assist both buyers and sellers with industry-consistent procurement specifications to harmonise the manner and rigour in which LED Public Lighting tenders and Public Lighting Controls are tendered.

The intention is to establish best practice consistency and harmonization to achieve coordinated requirements in order to facilitate time and cost reductions, and provide robust probity and risk mitigation measures for all parties when tendering for public lighting infrastructure.

The documents cover procurement of council, road authority and electricity distribution network owned public lighting in both Australia and New Zealand and are designed to integrate with and augment existing AS and AS/NZS standards and specifications.

Both model specifications have undergone significant stakeholder consultation from Australia, New Zealand and internationally to ensure that they are reflective of contemporary best practice and that they will be supported across all sectors of the public lighting industry and by user groups.

The model specifications are patterned on similar documents published in other countries by independent professional organisations and NGO programmes as supplements to the prevailing technical standards and specifications published by the national Standards organisations of those countries.  IPWEA has already received requests for permission to have these specifications trialled on projects in Europe.
